Qalamoun Regional Municipal Solid Waste Programme

A shared framework for dependable local collection, coordinated transport, safer treatment and disposal, and the reduction of uncontrolled dumping and open burning.

THE CHALLENGE

Waste is a daily public service

Municipal waste does not disappear when collection becomes irregular. It accumulates beside roads, at town edges, in vacant land and in uncontrolled dumping areas. Some of it is burned in the open, exposing surrounding communities to smoke and leaving polluted ground behind.

The problem is not simply the presence of waste. It includes collection routes, containers, vehicles, fuel, workers, transfer distances, final disposal, equipment maintenance and the ability to manage changing quantities over time.

Years of conflict, economic pressure and limited municipal resources have made these functions harder to sustain. The result affects neighbourhood cleanliness, worker safety, air quality, land, groundwater and public confidence in essential services.

REGIONAL LOGIC

Local collection, shared infrastructure

Collection must remain close to each town and community. Local knowledge is needed to organise routes, collection points, schedules and responses to neighbourhood conditions.

Other parts of the system may be more effective when towns cooperate. Transfer, long-distance transport, specialist maintenance, recovery, treatment and final disposal can require land, equipment, technical capacity and operating expenditure that are difficult to duplicate in every municipality.

The programme therefore combines local service with shared regional functions. The purpose is not centralisation for its own sake. It is to place each function at the scale at which it can work reliably.

The programme is designed as one connected service chain. Each stage depends on the stage before it.

  1. 01

    Collection

    Regular collection from homes, businesses, public institutions and agreed collection points, using routes and equipment suited to each town.

    Transfer

    Consolidation of collected waste where this reduces unnecessary vehicle journeys and makes longer-distance transport more efficient.

  3. 03

    Transport

    Coordinated movement from local or transfer points to the appropriate regional facility, with vehicles selected for distance, road conditions and operating cost.

  4. 04

    Recovery and treatment

    Separation, recovery or treatment options considered only after waste quantities, composition, seasonal variation, markets, operating capacity and recurring costs are understood.

  5. 05

    Safe final disposal

    Controlled disposal of material that cannot be recovered or treated, with measures to protect workers, nearby communities, soil, air and groundwater.

No single machine constitutes a waste-management system. Equipment must be selected after the service requirements are understood, and only when staffing, maintenance, energy, consumables and recurring costs can be supported.

FIRST PRIORITIES

Build reliability before complexity

The first requirement is a service that can operate consistently. More advanced recovery or treatment can then be introduced on the basis of reliable information and practical operating conditions.

    Establish the baseline

    Understand existing routes, available vehicles and equipment, collection frequency, waste quantities, seasonal variation, current dumping areas and the distances between towns and potential facilities.

    Improve collection reliability

    Organise routes, collection points, staffing and equipment so that waste is removed consistently from neighbourhoods, businesses and public spaces.

  3. 03

    Reduce open dumping and burning

    Provide realistic alternatives to uncontrolled disposal and address locations that create the greatest public-health and environmental risk.

  4. 04

    Protect workers

    Improve working practices, protective equipment, vehicle safety, handling arrangements and access to basic welfare facilities.

  5. 05

    Strengthen maintenance

    Plan for workshops, tools, spare parts, preventive maintenance and the technicians required to keep collection and transport equipment in service.

  6. 06

    Develop the regional infrastructure

    Prepare the transfer, transport, recovery, treatment and disposal functions required by the measured scale and composition of the waste stream.

PUBLIC HEALTH AND ENVIRONMENT

Cleaner services protect more than the appearance of a town

Uncontrolled waste creates several forms of exposure. Open burning releases smoke and fine particles. Organic waste and standing liquid attract insects and rodents. Sharp, medical or hazardous material can injure workers and residents when mixed with ordinary waste. Poor disposal may contaminate soil, wadis and groundwater.

A reliable municipal system reduces these risks while improving streets, town entrances, markets, schools, workplaces and public spaces. It also creates a practical foundation for later work on recycling, organics and the rehabilitation of former dumping areas.

SYRIAN DELIVERY

Skills, work and maintenance rooted locally

The programme is designed to draw as far as possible on Syrian companies, engineers, mechanics, drivers, technicians and workers. Civil works, vehicle operation, routine maintenance, workshops, route management and much of the required technical work can create local economic activity as well as a public service.

Specialised equipment may be sourced externally where necessary. Installation, training, operation, repair and knowledge transfer should nevertheless strengthen local capability and avoid dependence on systems that cannot be maintained in Syria.

COOPERATION

A programme for the communities it is intended to serve

The regional system depends on cooperation among the towns, public institutions, technical professionals and communities concerned. The Foundation's role is to develop the regional framework, bring together the required preparation and support, and help translate local service needs into a coherent programme.

Municipal responsibilities remain important. The shared programme is intended to reinforce local service, not distance it from the residents and businesses that depend on it.
