THE FOUNDATION
About the Foundation
A Syrian foundation working for environmental recovery, essential services and long-term regional development across Qalamoun.
PURPOSE
Practical work for the region
The Qalamoun Foundation for Development and Environment is dedicated to the environmental recovery and long-term development of the towns and villages of Qalamoun. Its work focuses on essential services, protection of land and water, public health, cooperation among neighbouring communities and the local skills required to operate and maintain infrastructure over time.
The Foundation approaches these priorities as connected parts of regional recovery. Cleaner neighbourhoods depend on functioning municipal services. Safe water depends on protected sources and maintained networks. Infrastructure lasts only when local teams have the equipment, knowledge and resources required to operate it.
REGIONAL ROLE
Some problems cannot be solved by one town alone
Many environmental systems cross municipal boundaries. Waste may be collected locally but transported and disposed of through shared infrastructure. Water sources and groundwater do not stop at administrative borders. Roads, workshops, equipment and specialist services may serve several communities.
The Foundation promotes approaches that preserve local responsibility while allowing towns and public institutions to cooperate where a regional solution is more practical. Its role is to help define shared priorities, develop coherent initiatives, connect them with Syrian expertise and potential sources of support, and keep attention on operation and maintenance as well as construction.
PRINCIPLES
How the Foundation approaches its work
01
Rooted in Qalamoun
Programmes begin with the geography, communities, environmental conditions and practical constraints of the region.
02
Public health first
Waste, water, sanitation and environmental conditions are treated as everyday determinants of health and safety.
03
Syrian expertise and delivery
Work should strengthen Syrian companies, engineers, technicians, operators and employment wherever possible.
04
Practical cooperation
Shared problems require clear coordination among towns, professionals, public institutions and sources of support.
What this means in practice
Defined regional priorities
The Foundation concentrates on environmental and service problems for which a clear regional contribution can be made.
Workable preparation
Projects are considered in relation to geography, actual service conditions, operating costs, local skills and continued maintenance.
Local value
Wherever practical, programmes should create work for Syrian companies and build the skills and systems required for long-term local operation.
